You likely signed into your account and enabled this when you launched pro tools and it asked for an authorization. You can now authorize Pro Tools newer versions via the cloud. Again, it is dependent on the developers who created the software or plugin. If you launch the iLok license manage software you can see 3 little icons net to any license in your account that indicate where the licenses can be placed (Icons represent USB Key, Computer, Cloud from left to right). However some licenses can be authorized directly to a specific computer terminal without a key or some can be authorized via a connection to the cloud.
